Checks the status of a service. This plugin can be used during discovery and everywhere else
the mcollective discovery language is used.

Example Usage:

During Discovery -  mco rpc rpcutil ping -S "service('puppet').status=running"
  Action Policy    -  service('puppet').status=stopped
