Los audios de "Los Cuellos Blancos del Puerto" revelaron =E2=80=93 a la bru=
ta =E2=80=93 el extremo al que pod=C3=ADan llegar ciertos jueces y fiscales=
, cuando se pasan al lado del mal. Para muestra, tres botones: (1) "Tu enca=
rgo se cumpli=C3=B3." Estaban hablando del nombramiento en un alto cargo en=
 el Consejo Nacional de la Magistratura de una joven, digamos=E2=80=A6 d=C3=
=A9bil de car=C3=A1cter. (2) "=C2=BFQu=C3=A9 baje la pena o que lo declaren=
 inocente?" Estaban coordinando la sentencia de un delincuente violador de =
una menor de edad. Y (3) "Estoy pensando en diez verdecitos." Estaban habla=
ndo de favorecer a un narcotraficante. =

=C2=A1Qu=C3=A9 tal! A ese nivel de podredumbre llegaron algunos de los m=C3=
=A1s altos magistrados del Poder Judicial de nuestro pa=C3=ADs. Es verdad, =
los "Audios de la Verg=C3=BCenza" se dieron a conocer a mediados del 2018. =
Sin embargo, cabe preguntarnos: =C2=BFhabr=C3=A1 mejorado el Poder Judicial=
 o seguir=C3=A1 tal cual? =C2=A1Si las paredes hablaran, ciertamente tendr=
=C3=ADamos la respuesta! Pero no; las paredes no hablan, as=C3=AD que todo =
lo que dir=C3=A9 a continuaci=C3=B3n =E2=80=93 del Ministerio P=C3=BAblico =
y del Poder Judicial =E2=80=93 son simples apreciaciones personales. =

Bueno pues, me temo que todo sigue igual en la administraci=C3=B3n de justi=
cia de nuestro pa=C3=ADs. El Poder Judicial =E2=80=93 l=C3=A9ase, el Minist=
erio P=C3=BAblico o Fiscal=C3=ADa y el Poder Judicial, propiamente dicho =
=E2=80=93 sigue siendo una instituci=C3=B3n infestada de corrupci=C3=B3n, q=
ue muchos repudiamos. Por supuesto, soy el primero en reconocer que hay jue=
ces y fiscales excepcionales =E2=80=93 incorruptibles, inteligentes, incues=
tionables =E2=80=93 que merecen nuestro mayor aprecio y gratitud. Pero =E2=
=80=93 lamentablemente =E2=80=93 hay tambi=C3=A9n de los otros. =

Los Convenios de Cooperaci=C3=B3n Interinstitucional entre el Ministerio P=
=C3=BAblico y el Poder Judicial con el Instituto de Defensa Legal (IDL) no =
son nada santos. Y lo mismo se puede decir de los convenios suscritos entre=
 dichas instituciones judiciales con varias universidades privadas, mediant=
e los cuales se otorgan beneficios econ=C3=B3micos a jueces y fiscales=E2=
=80=A6 y a sus familiares. Sobre todo, cuando se trata de aquellas universi=
dades de propiedad de pol=C3=ADticos en funciones como C=C3=A9sar Acu=C3=B1=
a (Universidad C=C3=A9sar Vallejo), Jos=C3=A9 Luis El=C3=ADas (Universidad =
San Juan Bautista), Pepe Luna G=C3=A1lvez (Telesup), Joaqu=C3=ADn Ram=C3=AD=
rez (Universidad Alas Peruanas), Luis Cervantes Li=C3=B1=C3=A1n (Universida=
d Garcilaso de la Vega), entre otras. =

=C2=BFQu=C3=A9 justicia se podr=C3=ADa esperar de jueces y fiscales, cuyos =
hijos =E2=80=93 u otros familiares =E2=80=93 est=C3=A9n estudiando en dicha=
s universidades, en condiciones econ=C3=B3micas ventajosas, ante casos deli=
ctivos perpetrados por los propietarios de las mencionadas universidades? C=
laramente=E2=80=A6 ninguna. =

Aparte de conflictos de intereses, existe tambi=C3=A9n el problema de la pr=
ecariedad =E2=80=93 en todo sentido =E2=80=93 de la Fiscal=C3=ADa y el Pode=
r Judicial, frente al poder econ=C3=B3mico y delincuencial de avezados narc=
otraficantes, desalmados criminales, poderosos mafiosos, empresarios y func=
ionarios corruptos y dem=C3=A1s. Me refiero, tanto a temas remunerativos co=
mo a condiciones laborales: inmuebles, mobiliarios, equipos, servicios, etc=
. =C2=BFAcaso no hay fiscal=C3=ADas y locales judiciales inmundos, con ba=
=C3=B1os sin agua, expedientes en el suelo, caluros=C3=ADsimos, y todo lo d=
em=C3=A1s? =C2=BFQu=C3=A9 f=C3=A1cil debe resultarle a un criminal, amenaza=
r =E2=80=93 o sobornar =E2=80=93 a un juez o fiscal, para torcer un fallo j=
udicial a su favor? =C2=BFNo ser=C3=A1 por eso, que tantos criminales andan=
 libres y / o son declarados inocentes? =

Tambi=C3=A9n tenemos el problema de la impredictibilidad de la justicia en =
nuestro pa=C3=ADs. Yo puedo dar testimonio de ello. Dos bloqueos de carrete=
ras id=C3=A9nticos =E2=80=93 me refiero a los bloqueos de Ica y Vir=C3=BA e=
n diciembre de 2020 =E2=80=93 denunciados penalmente en los mismos t=C3=A9r=
minos, por los mismos delitos, con las mismas pruebas, con los mismos agrav=
iados, en la misma fecha, merecieron dos fallos diametralmente opuestos. =

La Fiscal=C3=ADa de Ica declar=C3=B3 el caso complejo =E2=80=93 por la gran=
 cantidad de denunciados =E2=80=93 y prosigui=C3=B3 con las investigaciones=
 de los denunciados. Mientras que la Fiscal=C3=ADa de Vir=C3=BA =E2=80=93 a=
 pesar de contar con m=C3=A1s denunciados que Ica y a pesar de tratarse de =
un hecho delictivo id=C3=A9ntico =E2=80=93 declar=C3=B3 infundada la denunc=
ia y dispuso su archivamiento. =

Bueno pues, pareciera que las fiscal=C3=ADas e instancias judiciales remota=
s =E2=80=93 sobre todo, las de Sierra y Selva =E2=80=93 son m=C3=A1s permis=
ivas frente a la corrupci=C3=B3n y criminalidad organizadas. Lo cual es muy=
 malo. =C2=A1Muy injusto para la inmensa mayor=C3=ADa de peruanos! =C2=A1P=
=C3=A9simo para el pa=C3=ADs! =

=C2=BFNo ser=C3=A1 que, frente a tantos fallos injustos, extra=C3=B1os y / =
o pro-delincuentes haya muchos "tu encargo se cumpli=C3=B3, qu=C3=A9 baje l=
a pena o que lo declaren inocente, o estoy pensando en diez verdecitos? Est=
oy seguro que s=C3=AD. =

He ah=C3=AD otro inmenso desaf=C3=ADo nacional, del cual se habla cada vez =
m=C3=A1s=E2=80=A6 la reforma del "SISTEMA DE JUSTICIA" de nuestro pa=C3=ADs=
. Reforma que, dicho sea de paso, no podr=C3=ADa gestarse dentro del propio=
 Poder Judicial =E2=80=93 por m=C3=A1s aut=C3=B3nomo que sea =E2=80=93 porq=
ue no se puede poner al gato de despensero. =

La reforma del "SISTEMA DE JUSTICIA" deber=C3=ADa gestarse desde la ciudada=
n=C3=ADa, y en alianza con la prensa. Una prensa =E2=80=93 y una ciudadan=
=C3=ADa =E2=80=93 que funjan de controladores y evaluadores del monstruo de=
 la "JUSTICIA" en nuestro pa=C3=ADs. Algo as=C3=AD como =C2=BFjuez coimero?=
 =C2=A1A la c=C3=A1rcel! =C2=BFJuez miedoso? =C2=A1A su casa! Todo p=C3=BAb=
lico. Todo transparente. =C2=A1No queda otra!

uando se pasan al lado del mal. Para muestra, tres botones: (1) "Tu encargo=
 se cumpli=C3=B3." Estaban hablando del nombramiento en un alto cargo en el=
 Consejo Nacional de la Magistratura de una joven, digamos=E2=80=A6 d=C3=A9=
bil de car=C3=A1cter. (2) "=C2=BFQu=C3=A9 baje la pena o que lo declaren in=
ocente?" Estaban coordinando la sentencia de un delincuente violador de una=
 menor de edad. Y (3) "Estoy pensando en diez verdecitos." Estaban hablando=
 de favorecer a un narcotraficante.=C2=A0</span><br><br><span style=3D"word=
-break: break-word; font-size: 14px;">=C2=A1Qu=C3=A9 tal! A ese nivel de po=
dredumbre llegaron algunos de los m=C3=A1s altos magistrados del Poder Judi=
cial de nuestro pa=C3=ADs. Es verdad, los "Audios de la Verg=C3=BCenza" se =
dieron a conocer a mediados del 2018. Sin embargo, cabe preguntarnos: =C2=
=BFhabr=C3=A1 mejorado el Poder Judicial o seguir=C3=A1 tal cual? =C2=A1Si =
las paredes hablaran, ciertamente tendr=C3=ADamos la respuesta! Pero no; la=
s paredes no hablan, as=C3=AD que todo lo que dir=C3=A9 a continuaci=C3=B3n=
 =E2=80=93 del Ministerio P=C3=BAblico y del Poder Judicial =E2=80=93 son s=
imples apreciaciones personales.=C2=A0</span><br><br><span style=3D"word-br=
eak: break-word; font-size: 14px;">Bueno pues, me temo que todo sigue igual=
 en la administraci=C3=B3n de justicia de nuestro pa=C3=ADs. El Poder Judic=
ial =E2=80=93 l=C3=A9ase, el Ministerio P=C3=BAblico o Fiscal=C3=ADa y el P=
oder Judicial, propiamente dicho =E2=80=93 sigue siendo una instituci=C3=B3=
n infestada de corrupci=C3=B3n, que muchos repudiamos. Por supuesto, soy el=
 primero en reconocer que hay jueces y fiscales excepcionales =E2=80=93 inc=
orruptibles, inteligentes, incuestionables =E2=80=93 que merecen nuestro ma=
yor aprecio y gratitud. Pero =E2=80=93 lamentablemente =E2=80=93 hay tambi=
=C3=A9n de los otros. =C2=A0=C2=A0</span><br><br><span style=3D"word-break:=
 break-word; font-size: 14px;">Los Convenios de Cooperaci=C3=B3n Interinsti=
tucional entre el Ministerio P=C3=BAblico y el Poder Judicial con el Instit=
uto de Defensa Legal (IDL) no son nada santos. Y lo mismo se puede decir de=
 los convenios suscritos entre dichas instituciones judiciales con varias u=
niversidades privadas, mediante los cuales se otorgan beneficios econ=C3=B3=
micos a jueces y fiscales=E2=80=A6 y a sus familiares. Sobre todo, cuando s=
e trata de aquellas universidades de propiedad de pol=C3=ADticos en funcion=
es como C=C3=A9sar Acu=C3=B1a (Universidad C=C3=A9sar Vallejo), Jos=C3=A9 L=
uis El=C3=ADas (Universidad San Juan Bautista), Pepe Luna G=C3=A1lvez (Tele=
sup), Joaqu=C3=ADn Ram=C3=ADrez (Universidad Alas Peruanas), Luis Cervantes=
 Li=C3=B1=C3=A1n (Universidad Garcilaso de la Vega), entre otras.=C2=A0</sp=
an><br><br><span style=3D"word-break: break-word; font-size: 14px;">=C2=BFQ=
u=C3=A9 justicia se podr=C3=ADa esperar de jueces y fiscales, cuyos hijos =
=E2=80=93 u otros familiares =E2=80=93 est=C3=A9n estudiando en dichas univ=
ersidades, en condiciones econ=C3=B3micas ventajosas, ante casos delictivos=
 perpetrados por los propietarios de las mencionadas universidades? Clarame=
nte=E2=80=A6 ninguna.=C2=A0</span><br><br><span style=3D"word-break: break-=
word; font-size: 14px;">Aparte de conflictos de intereses, existe tambi=C3=
=A9n el problema de la precariedad =E2=80=93 en todo sentido =E2=80=93 de l=
a Fiscal=C3=ADa y el Poder Judicial, frente al poder econ=C3=B3mico y delin=
cuencial de avezados narcotraficantes, desalmados criminales, poderosos maf=
iosos, empresarios y funcionarios corruptos y dem=C3=A1s. Me refiero, tanto=
 a temas remunerativos como a condiciones laborales: inmuebles, mobiliarios=
, equipos, servicios, etc. =C2=BFAcaso no hay fiscal=C3=ADas y locales judi=
ciales inmundos, con ba=C3=B1os sin agua, expedientes en el suelo, caluros=
=C3=ADsimos, y todo lo dem=C3=A1s? =C2=BFQu=C3=A9 f=C3=A1cil debe resultarl=
e a un criminal, amenazar =E2=80=93 o sobornar =E2=80=93 a un juez o fiscal=
, para torcer un fallo judicial a su favor? =C2=BFNo ser=C3=A1 por eso, que=
 tantos criminales andan libres y / o son declarados inocentes? =C2=A0</spa=
n><br><br><span style=3D"word-break: break-word; font-size: 14px;">Tambi=C3=
=A9n tenemos el problema de la impredictibilidad de la justicia en nuestro =
pa=C3=ADs. Yo puedo dar testimonio de ello. Dos bloqueos de carreteras id=
=C3=A9nticos =E2=80=93 me refiero a los bloqueos de Ica y Vir=C3=BA en dici=
embre de 2020 =E2=80=93 denunciados penalmente en los mismos t=C3=A9rminos,=
 por los mismos delitos, con las mismas pruebas, con los mismos agraviados,=
 en la misma fecha, merecieron dos fallos diametralmente opuestos.=C2=A0</s=
pan><br><br><span style=3D"word-break: break-word; font-size: 14px;">La Fis=
cal=C3=ADa de Ica declar=C3=B3 el caso complejo =E2=80=93 por la gran canti=
dad de denunciados =E2=80=93 y prosigui=C3=B3 con las investigaciones de lo=
s denunciados. Mientras que la Fiscal=C3=ADa de Vir=C3=BA =E2=80=93 a pesar=
 de contar con m=C3=A1s denunciados que Ica y a pesar de tratarse de un hec=
ho delictivo id=C3=A9ntico =E2=80=93 declar=C3=B3 infundada la denuncia y d=
ispuso su archivamiento. =C2=A0</span><br><br><span style=3D"word-break: br=
eak-word; font-size: 14px;">Bueno pues, pareciera que las fiscal=C3=ADas e =
instancias judiciales remotas =E2=80=93 sobre todo, las de Sierra y Selva =
=E2=80=93 son m=C3=A1s permisivas frente a la corrupci=C3=B3n y criminalida=
d organizadas. Lo cual es muy malo. =C2=A1Muy injusto para la inmensa mayor=
=C3=ADa de peruanos! =C2=A1P=C3=A9simo para el pa=C3=ADs! =C2=A0=C2=A0</spa=
n><br><br><span style=3D"word-break: break-word; font-size: 14px;">=C2=BFNo=
 ser=C3=A1 que, frente a tantos fallos injustos, extra=C3=B1os y / o pro-de=
lincuentes haya muchos "tu encargo se cumpli=C3=B3, qu=C3=A9 baje la pena o=
 que lo declaren inocente, o estoy pensando en diez verdecitos? Estoy segur=
o que s=C3=AD.=C2=A0</span><br><br><span style=3D"word-break: break-word; f=
ont-size: 14px;">He ah=C3=AD otro inmenso desaf=C3=ADo nacional, del cual s=
e habla cada vez m=C3=A1s=E2=80=A6 la reforma del "SISTEMA DE JUSTICIA" de =
nuestro pa=C3=ADs. Reforma que, dicho sea de paso, no podr=C3=ADa gestarse =
dentro del propio Poder Judicial =E2=80=93 por m=C3=A1s aut=C3=B3nomo que s=
ea =E2=80=93 porque no se puede poner al gato de despensero.=C2=A0</span><b=
r><br><span style=3D"word-break: break-word; font-size: 14px;">La reforma d=
el "SISTEMA DE JUSTICIA" deber=C3=ADa gestarse desde la ciudadan=C3=ADa, y =
en alianza con la prensa. Una prensa =E2=80=93 y una ciudadan=C3=ADa =E2=80=
=93 que funjan de controladores y evaluadores del monstruo de la "JUSTICIA"=
