Todos los a=C3=B1os =E2=80=93 de junio a setiembre =E2=80=93 los ique=C3=B1=
os sufrimos por escasez de agua de lluvias. Efectivamente, en los estiajes =
nunca llueve. Por eso, al estiaje, le llamamos "temporada seca". El ciclo h=
idrol=C3=B3gico en menci=C3=B3n ocurre, tal cual, en todo el pa=C3=ADs. =

Todos los a=C3=B1os =E2=80=93 de enero a marzo =E2=80=93 los ique=C3=B1os, =
y los peruanos en general, botamos una enorme cantidad de agua dulce al mar=
. Me refiero a las abundantes aguas de avenida que discurren por nuestros r=
=C3=ADos, a vista y paciencia de toda la poblaci=C3=B3n=E2=80=A6 y de nuest=
ras autoridades. =

Coincidentemente, todos los a=C3=B1os =E2=80=93 en pleno estiaje =E2=80=93 =
los detractores del agro ique=C3=B1o organizan foros que tiene que ver con =
la escasez de agua. =C2=BFPor qu=C3=A9 no realizan dichos foros en enero o =
febrero de cada a=C3=B1o? Pues para no hacer el rid=C3=ADculo. Efectivament=
e, en enero o febrero de cada a=C3=B1o, la ciudad de Ica siempre est=C3=A1 =
al borde de la inundaci=C3=B3n=E2=80=A6 precisamente, por la abundancia de =
agua que discurre por el r=C3=ADo Ica, y que se pierde en el mar. =

Seamos sinceros=E2=80=A6 =C2=A1qu=C3=A9 poco hacemos por retener =E2=80=93 =
aunque sea =E2=80=93 una parte de esas aguas cuando est=C3=A1n a nuestro al=
cance! Y luego=E2=80=A6 cuando los r=C3=ADos se secan =E2=80=93 todos los a=
=C3=B1os, en los estiajes =E2=80=93 =C2=A1con qu=C3=A9 desparpajo nos queja=
mos por la falta de agua! =

Es hora de actuar. =C2=A1Basta de quejas y soluciones de escritorio! Y peor=
 a=C3=BAn, basta de propuestas retr=C3=B3gradas y empobrecedoras como las d=
e CODEHICA: "limitemos el desarrollo de la agroindustria para disminuir la =
demanda de agua". =

Al contrario. Tenemos agua en abundancia=E2=80=A6 en los veranos. Es cuesti=
=C3=B3n de retenerla, guardarla, infiltrarla en los acu=C3=ADferos=E2=80=A6=
 cualquier cosa que evite que se pierda en el mar, para disponer de ella en=
 los estiajes. =

Al rev=C3=A9s de lo que propone CODEHICA, hay que construir muchos reservor=
ios=E2=80=A6 todos los que se puedan para guardar la mayor cantidad de agua=
 posible. Sin embargo =E2=80=93 a este respecto =E2=80=93 los peruanos hemo=
s vivido equivocados. Siempre dijimos que s=C3=B3lo el Estado deb=C3=ADa co=
nstruir los reservorios, y que estos ten=C3=ADan que ser inmensos. =

"S=C3=B3lo los grandes reservorios estatales =E2=80=93 tipo Poechos en Piur=
a =E2=80=93 solucionar=C3=ADan el problema de escasez de agua en el pa=C3=
=ADs". Aquellos que cuestan una millonada y =E2=80=93 por ende =E2=80=93 ta=
rdan una eternidad en construirse. Y =E2=80=93 mientras tanto =E2=80=93 nad=
a de nada. =C2=A1Craso error! =

M=C3=A1s vale un peque=C3=B1o reservorio=E2=80=A6 que nada. Inclusive, como=
 los peque=C3=B1os reservorios son baratos y r=C3=A1pidos de hacer, a la la=
rga, es m=C3=A1s f=C3=A1cil construir muchos peque=C3=B1os reservorios, que=
 sumados almacenan una gran cantidad de agua, que invertir en pocos mega re=
servorios que =E2=80=93 en la pr=C3=A1ctica =E2=80=93 nunca se construyen. =
=

Segundo craso error. El agua s=C3=B3lo se puede almacenar en reservorios su=
perficiales. Falso. Los acu=C3=ADferos subterr=C3=A1neos suelen ser muy gra=
ndes y pueden hacer las veces de enormes reservorios de agua. Inclusive, pu=
eden rellenarse artificialmente mediante t=C3=A9cnicas de infiltraci=C3=B3n=
 inducida. En s=C3=ADntesis, las aguas de avenida se pueden almacenar (1) e=
n reservorios superficiales tradicionales, y (2) en reservorios subterr=C3=
=A1neos=E2=80=A6 o acu=C3=ADferos. =

Luego tenemos el poder retentivo de los bosques y praderas=E2=80=A6 los cua=
les hacen las veces de esponjas enormes capaces de retener humedad en grand=
es cantidades. Bueno pues=E2=80=A6 lejos de preservar los bosques y pradera=
s como hubiera correspondido, los peruanos los hemos depredado a m=C3=A1s n=
o poder, sin ninguna consideraci=C3=B3n ambiental. Terrible. La demanda de =
le=C3=B1a y carb=C3=B3n de palo =E2=80=93 literalmente =E2=80=93 ha acabado=
 con nuestros bosques naturales. =

=C2=BFQu=C3=A9 hacer al respecto? Muy sencillo. Replantar bosques=E2=80=A6 =
plantar millones de =C3=A1rboles para reforestar todo lo que hemos depredad=
o a lo largo de los =C3=BAltimos a=C3=B1os. =

Y en cuanto al uso del agua, las claves para evitar su desperdicio est=C3=
=A1n en el Riego Tecnificado. En los centros poblados=E2=80=A6 redes en bue=
n estado y sistemas de tratamiento de aguas residuales. Y en las casas=E2=
=80=A6 "cierra el ca=C3=B1o". Para todo ello la f=C3=B3rmula secreta se lla=
ma "Tarifas de Agua". El que consume m=C3=A1s, paga m=C3=A1s. El que consum=
e menos, paga menos. =

Menos ego=C3=ADsmos regionales. M=C3=A1s "hermandad del agua" entre cuencas=
 vecinas. Menos floro. Menos teor=C3=ADa. Menos ideolog=C3=ADa anti empresa=
rial=E2=80=A6 tipo CODEHICA. M=C3=A1s inversi=C3=B3n en agroindustria. M=C3=
=A1s manos a la obra. Dejemos de lado la ignorancia y d=C3=A9mosle paso a l=
a sapiencia. Sobre todo, la ancestral. Y =E2=80=93 por supuesto =E2=80=93 m=
=C3=A1s liderazgo pol=C3=ADtico. Me refiero al liderazgo pol=C3=ADtico del =
bueno. S=C3=B3lo as=C3=AD resolveremos la paradoja de la escasez de agua en=
 los estiajes=E2=80=A6 en Ica, y en todo el pa=C3=ADs. =

 autoridades.=C2=A0</span><br><br><span style=3D"word-break: break-word; fo=
nt-size: 14px;">Coincidentemente, todos los a=C3=B1os =E2=80=93 en pleno es=
tiaje =E2=80=93 los detractores del agro ique=C3=B1o organizan foros que ti=
ene que ver con la escasez de agua. =C2=BFPor qu=C3=A9 no realizan dichos f=
oros en enero o febrero de cada a=C3=B1o? Pues para no hacer el rid=C3=ADcu=
lo. Efectivamente, en enero o febrero de cada a=C3=B1o, la ciudad de Ica si=
empre est=C3=A1 al borde de la inundaci=C3=B3n=E2=80=A6 precisamente, por l=
a abundancia de agua que discurre por el r=C3=ADo Ica, y que se pierde en e=
l mar.=C2=A0</span><br><br><span style=3D"word-break: break-word; font-size=
: 14px;">Seamos sinceros=E2=80=A6 =C2=A1qu=C3=A9 poco hacemos por retener =
=E2=80=93 aunque sea =E2=80=93 una parte de esas aguas cuando est=C3=A1n a =
nuestro alcance! Y luego=E2=80=A6 cuando los r=C3=ADos se secan =E2=80=93 t=
odos los a=C3=B1os, en los estiajes =E2=80=93 =C2=A1con qu=C3=A9 desparpajo=
 nos quejamos por la falta de agua! =C2=A0</span><br><br><span style=3D"wor=
d-break: break-word; font-size: 14px;">Es hora de actuar. =C2=A1Basta de qu=
ejas y soluciones de escritorio! Y peor a=C3=BAn, basta de propuestas retr=
=C3=B3gradas y empobrecedoras como las de CODEHICA: "limitemos el desarroll=
o de la agroindustria para disminuir la demanda de agua". =C2=A0</span><br>=
<br><span style=3D"word-break: break-word; font-size: 14px;">Al contrario. =
Tenemos agua en abundancia=E2=80=A6 en los veranos. Es cuesti=C3=B3n de ret=
enerla, guardarla, infiltrarla en los acu=C3=ADferos=E2=80=A6 cualquier cos=
a que evite que se pierda en el mar, para disponer de ella en los estiajes.=
 =C2=A0</span><br><br><span style=3D"word-break: break-word; font-size: 14p=
x;">Al rev=C3=A9s de lo que propone CODEHICA, hay que construir muchos rese=
rvorios=E2=80=A6 todos los que se puedan para guardar la mayor cantidad de =
agua posible. Sin embargo =E2=80=93 a este respecto =E2=80=93 los peruanos =
hemos vivido equivocados. Siempre dijimos que s=C3=B3lo el Estado deb=C3=AD=
a construir los reservorios, y que estos ten=C3=ADan que ser inmensos. =C2=
=A0</span><br><br><span style=3D"word-break: break-word; font-size: 14px;">=
"S=C3=B3lo los grandes reservorios estatales =E2=80=93 tipo Poechos en Piur=
a =E2=80=93 solucionar=C3=ADan el problema de escasez de agua en el pa=C3=
=ADs". Aquellos que cuestan una millonada y =E2=80=93 por ende =E2=80=93 ta=
rdan una eternidad en construirse. Y =E2=80=93 mientras tanto =E2=80=93 nad=
a de nada. =C2=A1Craso error!=C2=A0</span><br><br><span style=3D"word-break=
: break-word; font-size: 14px;">M=C3=A1s vale un peque=C3=B1o reservorio=E2=
=80=A6 que nada. Inclusive, como los peque=C3=B1os reservorios son baratos =
y r=C3=A1pidos de hacer, a la larga, es m=C3=A1s f=C3=A1cil construir mucho=
s peque=C3=B1os reservorios, que sumados almacenan una gran cantidad de agu=
a, que invertir en pocos mega reservorios que =E2=80=93 en la pr=C3=A1ctica=
 =E2=80=93 nunca se construyen.=C2=A0</span><br><br><span style=3D"word-bre=
ak: break-word; font-size: 14px;">Segundo craso error. El agua s=C3=B3lo se=
 puede almacenar en reservorios superficiales. Falso. Los acu=C3=ADferos su=
bterr=C3=A1neos suelen ser muy grandes y pueden hacer las veces de enormes =
reservorios de agua. Inclusive, pueden rellenarse artificialmente mediante =
t=C3=A9cnicas de infiltraci=C3=B3n inducida. En s=C3=ADntesis, las aguas de=
 avenida se pueden almacenar (1) en reservorios superficiales tradicionales=
, y (2) en reservorios subterr=C3=A1neos=E2=80=A6 o acu=C3=ADferos.=C2=A0</=
span><br><br><span style=3D"word-break: break-word; font-size: 14px;">Luego=
 tenemos el poder retentivo de los bosques y praderas=E2=80=A6 los cuales h=
acen las veces de esponjas enormes capaces de retener humedad en grandes ca=
ntidades. Bueno pues=E2=80=A6 lejos de preservar los bosques y praderas com=
o hubiera correspondido, los peruanos los hemos depredado a m=C3=A1s no pod=
er, sin ninguna consideraci=C3=B3n ambiental. Terrible. La demanda de le=C3=
=B1a y carb=C3=B3n de palo =E2=80=93 literalmente =E2=80=93 ha acabado con =
nuestros bosques naturales. =C2=A0</span><br><br><span style=3D"word-break:=
 break-word; font-size: 14px;">=C2=BFQu=C3=A9 hacer al respecto? Muy sencil=
lo. Replantar bosques=E2=80=A6 plantar millones de =C3=A1rboles para refore=

;">Y en cuanto al uso del agua, las claves para evitar su desperdicio est=

buen estado y sistemas de tratamiento de aguas residuales. Y en las casas=
=E2=80=A6 "cierra el ca=C3=B1o". Para todo ello la f=C3=B3rmula secreta se =
llama "Tarifas de Agua". El que consume m=C3=A1s, paga m=C3=A1s. El que con=
