En mi gesti=C3=B3n como Gobernador Regional de Ica, fueron destituidos o sa=
ncionados cerca de 500 servidores que cometieron faltas graves. Es decir, a=
quellos funcionarios probadamente corruptos, o que no cumplieron con los ob=
jetivos y metas de la instituci=C3=B3n, o aquellos malos servidores que mal=
trataron cruelmente a la ciudadan=C3=ADa. =

L=C3=A9ase, m=C3=A9dicos que abandonaron los hospitales =E2=80=93 y por end=
e, a los pacientes =E2=80=93 en horarios de trabajo, funcionarios de la Dir=
ecci=C3=B3n Regional de Transportes que coimearon en el otorgamiento de bre=
vetes (Din=C3=A1micos del Centro hay en todo el pa=C3=ADs), dirigentes sind=
icales que sustentaron gastos de vi=C3=A1ticos con facturas falsas (come-po=
llos tambi=C3=A9n hay en todo el pa=C3=ADs), docentes que, para aprobar a s=
us alumnas, abusaban sexualmente de ellas, y as=C3=AD. Es decir, toda la po=
dredumbre que abundaba =E2=80=93 y sigue abundando =E2=80=93 en el Estado p=
eruano, pero que los =C3=93rganos de Control Institucional (OCI=C2=B4s), la=
 Contralor=C3=ADa General de la Rep=C3=BAblica (CGR), la Defensor=C3=ADa de=
l Pueblo, los Consejos Regionales y Congreso de la Rep=C3=BAblica (=C2=BFno=
 es que ten=C3=ADan que fiscalizar a los funcionarios p=C3=BAblicos?) =E2=
=80=A6 =C2=A1no se oye padre! =

Efectivamente, en el Estado peruano "no pasa nada" ni con la corrupci=C3=B3=
n, ni con el maltrato cruel a la ciudadan=C3=ADa. Y menos con los indolente=
s que no se duelen del dolor de los ciudadanos, los conspiradores que fotog=
raf=C3=ADan y graban todo para luego extorsionar a sus v=C3=ADctimas, los i=
neptos y los holgazanes que ingresaron a trabajar al Estado por la puerta f=
alsa, los temerosos que no firman nada por miedo al OCI y a la CGR, y los i=
neficientes que simplemente no hacen nada por servir a la ciudadan=C3=ADa. =
=

Sin embargo, todo eso cambi=C3=B3 cuando asumimos el Gobierno Regional de I=
ca, en enero del 2015. En aquel entonces, eliminamos =E2=80=93 de cuajo =E2=
=80=93 el clientelismo pol=C3=ADtico en la instituci=C3=B3n. Es decir, no h=
icimos caso a ninguna persona =E2=80=93 ya sea Congresista de la Rep=C3=BAb=
lica, consejero Regional, u otra, cualquiera sea su cargo =E2=80=93 que pre=
tendiera favorecer indebidamente a alg=C3=BAn familiar o allegado con alg=
=C3=BAn trabajo, obra, o adquisici=C3=B3n de cualquier bien o servicio, sin=
 el correspondiente concurso de m=C3=A9ritos. Tampoco hicimos caso a aquell=
os Congresistas y consejeros Regionales que pretendieran la destituci=C3=B3=
n de cualquier funcionario, simplemente porque no era de su agrado. =

En lo que a malos funcionarios o trabajadores se refiere, me estoy refirien=
do a un universo muy acotado que =E2=80=93 lamentablemente =E2=80=93 estuvo=
 enquistado en la organizaci=C3=B3n regional; tal como sucede en la mayor=
=C3=ADa de instituciones p=C3=BAblicas de nuestro pa=C3=ADs. No obstante, l=
lama la atenci=C3=B3n que =E2=80=93 antes y despu=C3=A9s de nuestra gesti=
=C3=B3n =E2=80=93 no haya habido ninguna destituci=C3=B3n de ning=C3=BAn se=
rvidor del Gobierno Regional por ninguna falta grave. =C2=A1Como si no hubi=
era habido ninguna corruptela, incapacidad o maltrato a la ciudadan=C3=ADa!=
 Eso no se lo cree ni Santa Inocencia. =

Pues bien, nosotros acabamos con tama=C3=B1a impunidad. La legislaci=C3=B3n=
 laboral peruana es muy clara =E2=80=93 y justa =E2=80=93 en materia de san=
ciones a los servidores que cometen faltas en el trabajo. En efecto =E2=80=
=93 de acuerdo a ley =E2=80=93 son faltas graves (1) el incumplimiento de l=
as obligaciones de trabajo, (2) la apropiaci=C3=B3n indebida de bienes y se=
rvicios del Gobierno Regional, (3) la sustracci=C3=B3n o utilizaci=C3=B3n n=
o autorizada de documentos de la instituci=C3=B3n, (4) la concurrencia al t=
rabajo en estado de embriaguez, (5) los actos de violencia, injuria y falta=
miento de palabra en agravio de otros funcionarios de la instituci=C3=B3n, =
(6) el da=C3=B1o intencional de los bienes del Gobierno Regional, (7) el ab=
andono de trabajo y / o impuntualidad reiterada; entre otras. =

En ese sentido, por respeto a la poblaci=C3=B3n ique=C3=B1a =E2=80=93 a qui=
enes nos debimos por entero =E2=80=93 todas nuestras gerencias y direccione=
s regionales fueron muy rigurosas en el cumplimiento de las leyes y reglame=
ntos en materia laboral. =

=C2=BFQu=C3=A9 logramos con dicha pol=C3=ADtica laboral? Disciplina. =C2=BF=
Y qu=C3=A9 vino detr=C3=A1s de la disciplina en el trabajo? Mejores servici=
os a la ciudadan=C3=ADa. =C2=A1Ese fue el punto! Aunque los funcionarios sa=
ncionados pusieron el grito en el cielo, y jam=C3=A1s reconocieron sus falt=
as graves, impusimos =E2=80=93 en buena lid =E2=80=93 la disciplina laboral=
 en el Gobierno Regional. =

Gracias a la disciplina laboral =E2=80=93 poco a poco =E2=80=93 mejoramos l=
a calidad de los servicios a la ciudadan=C3=ADa. Efectivamente, preguntados=
 por la cordialidad, celeridad y honestidad con que fueron atendidos los ci=
udadanos que recurrieron al Gobierno Regional, al final de nuestra gesti=C3=
=B3n; 70 % respondieron bueno y 27 % excelente. =C2=A1Eso fue progreso! =

La atenci=C3=B3n en nuestros hospitales, escuelas, y direcciones como trans=
portes, agricultura, trabajo, miner=C3=ADa, y dem=C3=A1s, mejoraron notable=
mente durante nuestra gesti=C3=B3n. Con el aporte generoso y sacrificado de=
 los trabajadores del Gobierno Regional =C2=A1lo logramos! =

Liderazgo. Disciplina. Idoneidad. De eso se trata la gesti=C3=B3n p=C3=BAbl=
ica. =C2=A1No al "no pasa nada" con la corrupci=C3=B3n y el maltrato a la c=
iudadan=C3=ADa! =C2=A1Al que le caiga el guante, que se lo chante! =

nador Regional de Ica, fueron destituidos o sancionados cerca de 500 servid=
ores que cometieron faltas graves. Es decir, aquellos funcionarios probadam=
ente corruptos, o que no cumplieron con los objetivos y metas de la institu=
ci=C3=B3n, o aquellos malos servidores que maltrataron cruelmente a la ciud=
adan=C3=ADa.=C2=A0</span><br><br><span style=3D"font-size:14px;">L=C3=A9ase=
, m=C3=A9dicos que abandonaron los hospitales =E2=80=93 y por ende, a los p=
acientes =E2=80=93 en horarios de trabajo, funcionarios de la Direcci=C3=B3=
n Regional de Transportes que coimearon en el otorgamiento de brevetes (Din=
=C3=A1micos del Centro hay en todo el pa=C3=ADs), dirigentes sindicales que=
 sustentaron gastos de vi=C3=A1ticos con facturas falsas (come-pollos tambi=
=C3=A9n hay en todo el pa=C3=ADs), docentes que, para aprobar a sus alumnas=
, abusaban sexualmente de ellas, y as=C3=AD. Es decir, toda la podredumbre =
que abundaba =E2=80=93 y sigue abundando =E2=80=93 en el Estado peruano, pe=
ro que los =C3=93rganos de Control Institucional (OCI=C2=B4s), la Contralor=
=C3=ADa General de la Rep=C3=BAblica (CGR), la Defensor=C3=ADa del Pueblo, =
los Consejos Regionales y Congreso de la Rep=C3=BAblica (=C2=BFno es que te=
n=C3=ADan que fiscalizar a los funcionarios p=C3=BAblicos?) =E2=80=A6 =C2=
=A1no se oye padre! =C2=A0</span><br><br><span style=3D"font-size:14px;">Ef=
ectivamente, en el Estado peruano "no pasa nada" ni con la corrupci=C3=B3n,=
 ni con el maltrato cruel a la ciudadan=C3=ADa. Y menos con los indolentes =
que no se duelen del dolor de los ciudadanos, los conspiradores que fotogra=
f=C3=ADan y graban todo para luego extorsionar a sus v=C3=ADctimas, los ine=
ptos y los holgazanes que ingresaron a trabajar al Estado por la puerta fal=
sa, los temerosos que no firman nada por miedo al OCI y a la CGR, y los ine=
ficientes que simplemente no hacen nada por servir a la ciudadan=C3=ADa.=C2=
=A0</span><br><br><span style=3D"font-size:14px;">Sin embargo, todo eso cam=
bi=C3=B3 cuando asumimos el Gobierno Regional de Ica, en enero del 2015. En=
 aquel entonces, eliminamos =E2=80=93 de cuajo =E2=80=93 el clientelismo po=
l=C3=ADtico en la instituci=C3=B3n. Es decir, no hicimos caso a ninguna per=
sona =E2=80=93 ya sea Congresista de la Rep=C3=BAblica, consejero Regional,=
 u otra, cualquiera sea su cargo =E2=80=93 que pretendiera favorecer indebi=
damente a alg=C3=BAn familiar o allegado con alg=C3=BAn trabajo, obra, o ad=
quisici=C3=B3n de cualquier bien o servicio, sin el correspondiente concurs=
o de m=C3=A9ritos. Tampoco hicimos caso a aquellos Congresistas y consejero=
s Regionales que pretendieran la destituci=C3=B3n de cualquier funcionario,=
 simplemente porque no era de su agrado.=C2=A0</span><br><br><span style=3D=
"font-size:14px;">En lo que a malos funcionarios o trabajadores se refiere,=
 me estoy refiriendo a un universo muy acotado que =E2=80=93 lamentablement=
e =E2=80=93 estuvo enquistado en la organizaci=C3=B3n regional; tal como su=
cede en la mayor=C3=ADa de instituciones p=C3=BAblicas de nuestro pa=C3=ADs=
. No obstante, llama la atenci=C3=B3n que =E2=80=93 antes y despu=C3=A9s de=
 nuestra gesti=C3=B3n =E2=80=93 no haya habido ninguna destituci=C3=B3n de =
ning=C3=BAn servidor del Gobierno Regional por ninguna falta grave. =C2=A1C=
omo si no hubiera habido ninguna corruptela, incapacidad o maltrato a la ci=
udadan=C3=ADa! Eso no se lo cree ni Santa Inocencia. =C2=A0</span><br><br><=
span style=3D"font-size:14px;">Pues bien, nosotros acabamos con tama=C3=B1a=
 impunidad. La legislaci=C3=B3n laboral peruana es muy clara =E2=80=93 y ju=
sta =E2=80=93 en materia de sanciones a los servidores que cometen faltas e=
n el trabajo. En efecto =E2=80=93 de acuerdo a ley =E2=80=93 son faltas gra=
ves (1) el incumplimiento de las obligaciones de trabajo, (2) la apropiaci=
=C3=B3n indebida de bienes y servicios del Gobierno Regional, (3) la sustra=
cci=C3=B3n o utilizaci=C3=B3n no autorizada de documentos de la instituci=
=C3=B3n, (4) la concurrencia al trabajo en estado de embriaguez, (5) los ac=
tos de violencia, injuria y faltamiento de palabra en agravio de otros func=
ionarios de la instituci=C3=B3n, (6) el da=C3=B1o intencional de los bienes=
 del Gobierno Regional, (7) el abandono de trabajo y / o impuntualidad reit=
erada; entre otras.=C2=A0</span><br><br><span style=3D"font-size:14px;">En =
ese sentido, por respeto a la poblaci=C3=B3n ique=C3=B1a =E2=80=93 a quiene=
s nos debimos por entero =E2=80=93 todas nuestras gerencias y direcciones r=
egionales fueron muy rigurosas en el cumplimiento de las leyes y reglamento=
s en materia laboral.=C2=A0</span><br><br><span style=3D"font-size:14px;">=
=C2=BFQu=C3=A9 logramos con dicha pol=C3=ADtica laboral? Disciplina. =C2=BF=
Y qu=C3=A9 vino detr=C3=A1s de la disciplina en el trabajo? Mejores servici=
os a la ciudadan=C3=ADa. =C2=A1Ese fue el punto! Aunque los funcionarios sa=
ncionados pusieron el grito en el cielo, y jam=C3=A1s reconocieron sus falt=
as graves, impusimos =E2=80=93 en buena lid =E2=80=93 la disciplina laboral=
 en el Gobierno Regional. =C2=A0</span><br><br><span style=3D"font-size:14p=
x;">Gracias a la disciplina laboral =E2=80=93 poco a poco =E2=80=93 mejoram=
os la calidad de los servicios a la ciudadan=C3=ADa. Efectivamente, pregunt=
ados por la cordialidad, celeridad y honestidad con que fueron atendidos lo=
s ciudadanos que recurrieron al Gobierno Regional, al final de nuestra gest=
i=C3=B3n; 70 % respondieron bueno y 27 % excelente. =C2=A1Eso fue progreso!=
=C2=A0</span><br><br><span style=3D"font-size:14px;">La atenci=C3=B3n en nu=
estros hospitales, escuelas, y direcciones como transportes, agricultura, t=
rabajo, miner=C3=ADa, y dem=C3=A1s, mejoraron notablemente durante nuestra =
gesti=C3=B3n. Con el aporte generoso y sacrificado de los trabajadores del =
Gobierno Regional =C2=A1lo logramos!=C2=A0</span><br><br><span style=3D"fon=
t-size:14px;">Liderazgo. Disciplina. Idoneidad. De eso se trata la gesti=C3=
=B3n p=C3=BAblica. =C2=A1No al "no pasa nada" con la corrupci=C3=B3n y el m=
altrato a la ciudadan=C3=ADa! =C2=A1Al que le caiga el guante, que se lo ch=
