En el tr=C3=A1fico de terrenos, claramente ganan las mafias. Me refiero a l=
as mafias municipales: alcaldes, regidores y funcionarios corruptos. Adem=
=C3=A1s, gana la telara=C3=B1a, tambi=C3=A9n mafiosa, compuesta por funcion=
arios de las diversas instituciones registrales del pa=C3=ADs, como el Orga=
nismo de Formalizaci=C3=B3n de la Propiedad Informal (COFOPRI), la Superint=
endencia Nacional de Registros P=C3=BAblicos (SUNARP), los programas region=
ales de titulaci=C3=B3n de tierras (PRETT=C2=B4s), la Superintendencia de B=
ienes Nacionales (SBN), etc. =

Como no pod=C3=ADa ser de otra forma, las mafias del tr=C3=A1fico de terren=
os tambi=C3=A9n incluyen a efectivos policiales, fiscales y jueces corrupto=
s, matones que nunca faltan, todos coludidos con los traficantes propiament=
e dichos. =

Rodolfo Orellana, Sada Goray, los sobrinos del expresidente Castillo y una =
larga lista de congresistas y personajes de mal vivir se han hecho conocido=
s, precisamente, por ser parte de las mafias del tr=C3=A1fico de terrenos e=
n nuestro pa=C3=ADs. =

Sin embargo, ah=C3=AD no termina la cosa. En el tr=C3=A1fico de tierras, ga=
nan tambi=C3=A9n los proveedores de agua en cisternas, esteras, palos, alam=
bres, calaminas, clavos, pl=C3=A1sticos, cartones, etc. Incluso, los que br=
indan "servicios de seguridad". El entrecomillado es adrede, porque los tip=
os esos, de custodios no tienen nada, y s=C3=AD, mucho de extorsionadores, =
puesto que cobran por no robar. Efectivamente, el que no paga cupo=E2=80=A6=
 =C2=A1ay de =C3=A9l o ella! Chau quiosco, chau moto o triciclo, chau celul=
ar, chau lo que sea. =

Ahora bien, la otra cara de la moneda del tr=C3=A1fico de terrenos muestra =
a los que pierden. Entre los perdedores est=C3=A1n los propietarios de los =
terrenos invadidos =E2=80=93 el Estado o los privados =E2=80=93 que pierden=
 sus propiedades. Pero pierde tambi=C3=A9n la pobre gente que cae en la tra=
mpa sin salida de las mafias en cuesti=C3=B3n. =

Efectivamente, el sangrado mafioso es inevitable, implacable e interminable=
. Pago por la "adquisici=C3=B3n" del lote. Un papel cualquiera "certifica" =
la operaci=C3=B3n de compra =E2=80=93 venta. Pago por afiliaci=C3=B3n y man=
tenimiento de la "asociaci=C3=B3n pro vivienda". Las asociaciones suelen ll=
evar los nombres de pol=C3=ADticos de moda: Ollanta Humala Tasso, Keiko Fuj=
imori Higuchi, Juan Velasco Alvarado, y as=C3=AD. Pago de cuotas extraordin=
arias para el saneamiento de los certificados de posesi=C3=B3n. El tr=C3=A1=
mite de titulaci=C3=B3n puede demorar 15 o 20 a=C3=B1os, y hasta m=C3=A1s, =
previo pago de cuantiosas coimas, sin ninguna rendici=C3=B3n de cuentas de =
por medio. =

Al final, los pagos suman mucho m=C3=A1s de lo que se pagar=C3=ADa por un c=
r=C3=A9dito hipotecario comercial para la compra =E2=80=93 venta de una viv=
ienda de S/. 100,000, con todos los servicios p=C3=BAblicos bien puestos, y=
 con todas las formalidades registrales del caso. =

Pero no, mucha gente vive en condiciones deplorables: sin agua, sin electri=
cidad, sin seguridad, sin nada. S=C3=B3lo polvo y esteras. Aunque, eso s=C3=
=AD, infaltable, la deste=C3=B1ida banderita blanquirroja=E2=80=A6 en el te=
cho. =

Bueno pues, 1=E2=80=99600,000 familias peruanas viven as=C3=AD=E2=80=A6 8 m=
illones de peruanos. La cuarta parte de la poblaci=C3=B3n peruana no tiene =
vivienda. Porque no me vengan con que una choza de esas puede considerarse =
una vivienda digna. Esta descomunal tragedia urban=C3=ADstica nacional salt=
=C3=B3 a la luz en la reciente pandemia de COVID 19. =C2=A18 millones de pe=
ruanos no ten=C3=ADan casa para cumplir la cuarentena! =C2=A1Y otro tanto n=
o ten=C3=ADa agua para lavarse las manos! =C2=A1Habrase visto tama=C3=B1a i=
njusticia!=C2=A1Oh diosa corrupci=C3=B3n=E2=80=A6 cu=C3=A1nto da=C3=B1o, cu=
=C3=A1nta crueldad, cu=C3=A1nta miseria has tra=C3=ADdo a nuestro pa=C3=ADs=
! =

El problema es que el Estado hace muy poco al respecto. Mejor dicho, estoy =
convencido de que el Estado propicia, adrede, el caos urbano y el tr=C3=A1f=
ico de terrenos a nivel nacional. Repito. El Estado est=C3=A1 metido en la =
colada. =C2=A1He ah=C3=AD el problema! =

Quitarle las competencias de vivienda y urbanismo a los Municipios Distrita=
les y Provinciales de todo el pa=C3=ADs. =C2=A1Esa es la propuesta! Y en su=
 reemplazo, crear una Autoridad Nacional Aut=C3=B3noma (ANA) =E2=80=93 tipo=
 Banco Central de Reserva (BCR) =E2=80=93 encargada de llevar a cabo todos =
los procesos de planificaci=C3=B3n y desarrollo urbano en todo nuestro pa=
=C3=ADs. Una ANA apol=C3=ADtica, desideologizada, profesional, meritocr=C3=
=A1tica, s=C3=BAper especializada en la materia. Cero tr=C3=A1fico de terre=
nos. Todos los traficantes a la c=C3=A1rcel. Cero invasiones. Ninguna invas=
i=C3=B3n calificar=C3=ADa para ninguna titulaci=C3=B3n=E2=80=A6 nunca. =

Incluso, habr=C3=ADa que prohibir la autoconstrucci=C3=B3n de viviendas en =
todo el pa=C3=ADs. Pero eso s=C3=AD, para que la cosa funcione, el Estado t=
endr=C3=ADa que promover masivamente la construcci=C3=B3n de urbanizaciones=
 y viviendas de bajo costo =E2=80=93 bien construidas =E2=80=93 en terrenos=
 de su propiedad=E2=80=A6 que los tiene. =C2=A1Y de sobra! =

Construir 200 mil viviendas populares al a=C3=B1o, para que en 10 a=C3=B1os=
 hayamos resuelto el problema de la vivienda en el pa=C3=ADs. =C2=A1Ese es =
el desaf=C3=ADo! Para ello se requiere invertir US$ 50,000 millones, los cu=
ales generar=C3=ADan un mill=C3=B3n de empleos directos. =C2=A1Ese es el re=
to! =

Simplificar radicalmente y digitalizar al m=C3=A1ximo todos los procesos de=
 licencias y permisos de construcci=C3=B3n y titulaci=C3=B3n de tierras y d=
e propiedad inmobiliaria. =C2=A1A eso debemos llegar! =

=C2=A1No a los turbios negocios del tr=C3=A1fico de terrenos! =C2=A1S=C3=AD=
 a la vivienda digna para todos los peruanos!
