En realidad, la expresi=C3=B3n original es: "divide y vencer=C3=A1s". Y se =
trata de una t=C3=A1ctica pol=C3=ADtica, muy utilizada a lo largo de la his=
toria por conquistadores y gobernantes desp=C3=B3ticos, para dominar a pobl=
aciones numerosas. =

Julio C=C3=A9sar, el emperador romano del Siglo I AC y Napole=C3=B3n Bonapa=
rte, el emperador franc=C3=A9s del Siglo XIX DC, fueron dos conspicuos prac=
ticantes de dicha t=C3=A1ctica. =C2=A1Y vaya que obtuvieron resultados! Amb=
os, en su momento, pr=C3=A1cticamente lograron subyugar al mundo entero. =

En nuestro pa=C3=ADs, los gobernantes corruptos tambi=C3=A9n aplican la fam=
osa t=C3=A1ctica de "divide y vencer=C3=A1s". El problema es que, como son =
corruptos, el "vencer=C3=A1s" lo han cambiado por "robar=C3=A1s", para que =
quede como "divide y robar=C3=A1s". =

Efectivamente, las instituciones del Estado peruano parecieran haber sido d=
ise=C3=B1adas exprofesamente por la diosa coima. La proliferaci=C3=B3n de d=
istritos, provincias y regiones es una prueba palmaria de ello. =

Para muestra, un bot=C3=B3n. Colombia =E2=80=93 un pa=C3=ADs muy parecido a=
 nosotros =E2=80=93 tiene 1,104 distritos. Nosotros, en cambio, tenemos 1,8=
74 distritos. Pero eso no es todo. Poblacionalmente, Colombia es mucho m=C3=
=A1s grande que nosotros. Ellos tienen una poblaci=C3=B3n de 52 millones de=
 habitantes. Mientras que nosotros, apenas 33 millones. O sea, en Colombia =
hay una autoridad distrital por cada 47 mil habitantes. Mientras que nosotr=
os tenemos una autoridad distrital por cada 18 mil habitantes. Divide y rob=
ar=C3=A1s. =

La regionalizaci=C3=B3n de nuestro pa=C3=ADs =E2=80=93 o, mejor dicho, la g=
ran estafa de la regionalizaci=C3=B3n del Per=C3=BA =E2=80=93 es tambi=C3=
=A9n otra muestra palmaria del "divide y robar=C3=A1s". El gran ge=C3=B3gra=
fo peruano don Javier Pulgar Vidal sent=C3=B3 las bases para la integraci=
=C3=B3n departamental del Per=C3=BA. =C3=89l fue el proponente de la demarc=
aci=C3=B3n geogr=C3=A1fica transversal, sobre la base de 5 regiones, todas =
con territorios en Costa, Sierra y Selva. Pero ojo=E2=80=A6 =C2=A1dijo 5 re=
giones, no 24! Divide y robar=C3=A1s. =

Despu=C3=A9s tenemos la proliferaci=C3=B3n de ministerios. =C2=BFA santo de=
 qu=C3=A9 tenemos 19 ministerios=E2=80=A6 en vez de 8 =C3=B310, que ser=C3=
=ADan mucho m=C3=A1s manejables? =C2=BFPara qu=C3=A9 tenemos un Ministerio =
de la Mujer y Poblaciones Vulnerables y un Ministerio de Desarrollo e Inclu=
si=C3=B3n Social? =C2=BFAcaso no son lo mismo? =C2=BFPara qu=C3=A9 tenemos =
4 ministerios vinculados a la producci=C3=B3n: Agricultura y Riego, Miner=
=C3=ADa, Petr=C3=B3leo y Energ=C3=ADa, Producci=C3=B3n (que ve industria y =
pesca) y Comercio Exterior y Turismo? =C2=BFPor qu=C3=A9 no un solo ministe=
rio que mate cuatro p=C3=A1jaros de un tiro? Divide y robar=C3=A1s. =

Despu=C3=A9s tenemos la proliferaci=C3=B3n de Organismos P=C3=BAblicos Desc=
entralizados (OPD=C2=B4s). Los m=C3=A1s descarados son los 2 PROVIAS: PROVI=
AS Nacional y PROVIAS Descentralizado. Ambos, hacen lo mismo: carreteras y =
puentes. Ambos est=C3=A1n adscritos al mismo ministerio: el Ministerio de T=
ransportes y Comunicaciones. Precisamente, el ministerio donde estuvieron M=
art=C3=ADn Vizcarra, Juan Silva, Geiner Alvarado=E2=80=A6 y otros prontuari=
ados m=C3=A1s. Divide y robar=C3=A1s. =

Por otro lado, tenemos la exagerada redundancia de instituciones funcionalm=
ente id=C3=A9nticas. Por ejemplo, las numerosas instituciones que est=C3=A1=
n metidas en la colada preferida de la diosa coima: las obras de infraestru=
ctura p=C3=BAblica. =

Veamos. El Programa Nacional de Inversiones en Salud (PRONIS), el Programa =
Nacional de Infraestructura Educativa (PRONIED), la Agencia de Promoci=C3=
=B3n de la Inversi=C3=B3n Privada (PROINVERSI=C3=93N), las Direcciones Regi=
onales y Locales de Infraestructura que son miles, m=C3=A1s las dos PROVIAS=
 antes mencionadas=E2=80=A6 todas hacen lo mismo: obras de infraestructura.=
 =

=C2=BFPor qu=C3=A9 no tener una sola Autoridad Nacional Aut=C3=B3noma (ANA)=
, apol=C3=ADtica, profesional, meritocr=C3=A1tica, descentralizada, s=C3=BA=
per especializada en obras de infraestructura, en vez de la telara=C3=B1a e=
xistente? Divide y robar=C3=A1s. =

Ahora bien, aparte del "divide y robar=C3=A1s", nuestras autoridades corrup=
tas e inoperantes han acu=C3=B1ado una tercera t=C3=A1ctica pol=C3=ADtica, =
derivada de la anterior: "complica y robar=C3=A1s". =C2=BFPor qu=C3=A9 no d=
igitalizar, transparentar y simplificar radicalmente todos los procesos de =
compras y contrataciones del Estado? Complica y robar=C3=A1s. =C2=BFPor qu=
=C3=A9 no eliminar aquellos requisitos y procedimientos burocr=C3=A1ticos r=
id=C3=ADculos e in=C3=BAtiles para el otorgamiento de licencias y permisos =
estatales? Complica y robar=C3=A1s. =C2=BFPor qu=C3=A9 no estandarizar todo=
s =E2=80=93 o casi todos =E2=80=93 los bienes y servicios requeridos por el=
 Estado, para hacerlo m=C3=A1s eficiente, tanto en costos como en tiempos? =
Complica y robar=C3=A1s. =C2=BFPor qu=C3=A9 no eliminar totalmente la papel=
er=C3=ADa burocr=C3=A1tica estatal y decirle adi=C3=B3s a las firmas, adi=
=C3=B3s a los sellos, adi=C3=B3s a las colas interminables, y sobre todo, a=
di=C3=B3s a las coimas? Complica y robar=C3=A1s. =

Y as=C3=AD, dividiendo al Estado en miles de instituciones redundantes e in=
necesarias, complicando procedimientos y tr=C3=A1mites absurdos en desmedro=
 de la ciudadan=C3=ADa, y robando y coimeando a diestra y siniestra, el pa=
=C3=ADs se degrada y envilece a m=C3=A1s no poder. Cuando lo que se requier=
e es todo lo contrario: integrar en vez de dividir, simplificar en vez de c=
omplicar, y servir en vez de robar. =
