La Autoridad para la Reconstrucci=C3=B3n con Cambios (ARCC) ya no se llamar=
=C3=A1 as=C3=AD. Pronto se llamar=C3=A1 Autoridad Nacional para la Infraest=
ructura (ANI). Bonito nombre=E2=80=A6 es verdad. Al menos, m=C3=A1s bonito =
que ARCC. Pero ese no es el tema de fondo.

El tema de fondo es que muchos peruanos sienten rechazo=E2=80=A6 y hasta do=
lor e indignaci=C3=B3n cuando se menciona la palabra ARCC. Sobre todo, los =
afectados por los huaicos e inundaciones del Ni=C3=B1o Costero del 2017. A =
esa pobre gente, lo primero que le viene a la cabeza es clientelismo pol=C3=
=ADtico, burocracia a m=C3=A1s no poder, consultor=C3=ADas por doquier, cor=
rupci=C3=B3n=E2=80=A6 Y lo que es peor, cero reconstrucci=C3=B3n. =

Ahora, de acuerdo a lo anunciado por el Ministro Alberto Ot=C3=A1rola, la A=
NI absorber=C3=A1 a la ARCC. O sea, la bueno-para-nada ARCC =E2=80=93 en bu=
ena cuenta =E2=80=93 no desaparecer=C3=A1. Ser=C3=A1 succionada por la nuev=
a ANI. Adem=C3=A1s =E2=80=93 tal como ha aclarado el propio Premier Ot=C3=
=A1rola =E2=80=93 "la ANI trabajar=C3=A1 con la rector=C3=ADa de los minist=
erios correspondientes y con los gobiernos regionales y los alcaldes de tod=
o el pa=C3=ADs". Es decir, se crea la ANI bajo el mismo dise=C3=B1o institu=
cional de la fallida ARCC. Y coordinar=C3=A1 con las mismas instituciones y=
 con los mismos funcionarios responsables del fracaso de la reconstrucci=C3=
=B3n de los da=C3=B1os causados por El Ni=C3=B1o Costero 2017. En otras pal=
abras, estamos ante m=C3=A1s de lo mismo. =

La politiquer=C3=ADa va a estar de pl=C3=A1cemes en la ANI. Toda la burocra=
cia de la ARCC =E2=80=93 miles de bur=C3=B3cratas que hicieron poco o nada =
durante los =C3=BAltimos 6 a=C3=B1os =E2=80=93 seguir=C3=A1n trabajando en =
el Estado. En vez de trabajar en la ARCC, trabajar=C3=A1n en la ANI. =

=C2=BFQu=C3=A9 va a pasar, a continuaci=C3=B3n? Pues, lo de siempre. Ciento=
s =E2=80=93 mejor dicho, miles =E2=80=93 de nuevos bur=C3=B3cratas ingresar=
=C3=A1n a trabajar a la ANI. O sea, m=C3=A1s burocracia estatal, a=C3=BAn. =
M=C3=A1s clientelismo pol=C3=ADtico. M=C3=A1s costra del quinto nivel que t=
odo lo traba, y que no hace nada productivo. M=C3=A1s gasto p=C3=BAblico. M=
=C3=A1s corrupci=C3=B3n. M=C3=A1s ineficiencia. Es decir, llover=C3=A1 sobr=
e mojado. Y al final =E2=80=93 apuesto doble contra sencillo =E2=80=93 todo=
 seguir=C3=A1 tal cual. =

=C2=A1Oh pol=C3=ADticos mediocres=E2=80=A6 cu=C3=A1ndo entender=C3=A1n que =
el problema del Estado no es nominal! El problema es funcional. Incluso, fu=
ncional en lo operativo, no en lo declarativo. Porque en lo declarativo, va=
ya que las funciones de la ARCC fueron loables: reconstruir, servir, ayudar=
, ahorrar=E2=80=A6 =C2=A1una maravilla! Sin embargo, en lo operativo =E2=80=
=93 es decir, en la cancha de la reconstrucci=C3=B3n de verdad =E2=80=93 ce=
ro puntos, cero balas. =

=C2=BFPor qu=C3=A9 no replicar =E2=80=93 en la ANI =E2=80=93 el exitoso mod=
elo institucional del Banco Central de Reserva (BCR)? Es decir, autonom=C3=
=ADa de verdad, independencia pol=C3=ADtica de verdad, profesionalismo de v=
erdad, meritocracia de verdad y todo lo dem=C3=A1s. =

=C2=BFPor qu=C3=A9 no contar con una instituci=C3=B3n aut=C3=B3noma, s=C3=
=BAper especializada en prevenci=C3=B3n de da=C3=B1os por desastres natural=
es, y s=C3=BAper preparada para responder con eficacia e inmediatez cuando =
estos ocurran? No s=C3=B3lo por lluvias torrenciales, huaicos e inundacione=
s. Sino tambi=C3=A9n por terremotos, tsunamis, incendios, sequ=C3=ADas, hel=
adas, plagas, epidemias, derrames de sustancias peligrosas, accidentes y de=
m=C3=A1s. =

=C2=BFPor qu=C3=A9 no tener una instituci=C3=B3n especializada en prevenci=
=C3=B3n y reconstrucci=C3=B3n =E2=80=93 permanente =E2=80=93 en vez de crea=
r una para cada desastre natural, como fueron FORSUR por el terremoto de Pi=
sco en el 2007, la ARCC por el Ni=C3=B1o Costero del 2017, y ahora la ANI p=
or el Cicl=C3=B3n Yaku reciente? =

Imposible. Para muchos pol=C3=ADticos de nuestro pa=C3=ADs, eso es como ped=
irle peras al olmo. Nuestros pol=C3=ADticos =E2=80=93 la gran mayor=C3=ADa =
=E2=80=93 est=C3=A1n en otra. A ellos s=C3=B3lo los seduce la diosa coima. =
Nada que ver con servir a la ciudadan=C3=ADa. =

Muchas instituciones estatales peruanas son disfuncionales. Tal cual la ARC=
C. Peor a=C3=BAn, maltratan cruelmente a la ciudadan=C3=ADa. =C2=A1Cuestan =
un ojo de la cara! =C2=A1No sirven! Y no sirven porque est=C3=A1n gestionad=
as por pol=C3=ADticos ineptos y corruptos que cambian a cada rato: ministro=
s, gobernadores regionales, alcaldes, etc. Bueno fuera que los servicios p=
=C3=BAblicos sean gestionados por profesionales especializados. Pero no. =

Nuestros pol=C3=ADticos no entienden que servir a la ciudadan=C3=ADa =E2=80=
=93 desde el Estado o desde cualquier instituci=C3=B3n de la sociedad civil=
 =E2=80=93 implica profesionalismo, remuneraciones adecuadas, bonificacione=
s por cumplimiento de metas, especializaci=C3=B3n y experiencia, integridad=
 y responsabilidad, compromiso y motivaci=C3=B3n, vocaci=C3=B3n de servicio=
, innovaci=C3=B3n y creatividad, tecnolog=C3=ADa, disciplina, continuidad l=
aboral, etc. No, no entienden. O no quieren entender=E2=80=A6 que es lo mis=
mo. =

Pregunta: =C2=BFalguien =E2=80=93 en su sano juicio =E2=80=93 cree que la A=
NI funcionar=C3=A1 bien, s=C3=B3lo porque le cambiaron de nombre a la ARCC?=
 =C2=BFTan importante son los nombres de las instituciones en el Estado? =
=C2=BFNo ser=C3=ADa mejor enfocarse en la funcionalidad de las institucione=
s estatales y que sean =C3=BAtiles para la poblaci=C3=B3n, sobre todo, para=
 los m=C3=A1s necesitados? Vuelvo a preguntar: =C2=BFalguien cree que los c=
ambios de nombres en el Estado sirven para algo? =

Mmmm=E2=80=A6 pens=C3=A1ndolo bien, los cambios de nombre s=C3=AD sirven pa=
ra algo. Sirven para agrandar a=C3=BAn m=C3=A1s el cardumen burocr=C3=A1tic=
o del Estado. Mejor dicho, sirven para beneficiar indebidamente a miles de =
militantes de los partidos pol=C3=ADticos de turno. Incluido, familiares y =
amigos de los pol=C3=ADticos corruptos. Pedro Castillo y sus ministros fuer=
on la mejor muestra de ello. =

Por otro lado, los cambios de nombre en las instituciones del Estado implic=
an una serie de gastos como: dise=C3=B1o de nuevos logos, dise=C3=B1o de nu=
evas papeler=C3=ADas institucionales, cambios de uniformes y letreros, gast=
os legales y notariales, gastos registrales=E2=80=A6 y muchos etc=C3=A9tera=
s m=C3=A1s. =C2=A1Una gastadera de plata por las puras! =

Moraleja: cambiar ANI por ARCC ser=C3=A1 como cambiar moco por baba. Y eso =
no es gobernar. Por ello, no debemos esperar nada bueno de la ANI=E2=80=A6 =
m=C3=A1s all=C3=A1 de su bonito nombre. =
